Thanks largely to its partnership with HTS, this vendor's equipment has been gaining market share in Russia over recent years, while putting pressure on other manufacturers of precision air-conditioning systems for IT- and telecom facilities. Building an Efficient Data Center: Switching from the ‘Natural Economy’ to an Ad Hoc Approach

Conventionally speaking, the prevailing approach in Russia to data center construction can be referred to as a ‘natural economy’ approach: every client orders and builds only those facilities that he will subsequently use. At the same time, it’s not essential whether this customer will use a systems integrator (vendor) or will build the data center on his own. The vast majority of facilities cost more than foreign counterparts, while almost all of them consume more power for cooling purposes. Many Russian data centers become obsolete without exhausting the lifespan of equipment.

The Ministry of Telecom and Mass Communications of the Russian Federation opened for public use a new section called ‘Personal Data Hotline’ within its official website. To some extent, this tool represents a significant contribution to the solution of the problem related to the univocal interpretation of the concepts and definitions of provisions on localization of personal data 242-FZ. The clarifications are the result of six months of analytical and organizational work.
Tax Implications Caused by the Localization of Personal Data Processing

Effective September the 1st, 2015, the requirement on the localization of personal data processing obliges the operators (that are collecting any personal data belonging to the citizens of the Russian Federation) to ensure the recording, systematization, accumulation, storage, verification, and retrieval of such data using databases located in Russia. This requirement is not directly related to taxation, but may cause certain tax consequences for contractual arrangements between Russian data centers and foreign operators, as well as (in the long term, potentially) for foreign operators in Russia.
